M1 Linking Doubt

HIU Implementation

As a HIU we are trying to implement the Linking of M1 milestone.
After implementing the linking APIs and completing the call sequence we are unable to receive the linking token.
Upon researching a bit more we have come to the understanding that the purpose for HIU is only KYC and HIU cannot get the linking token. Please refer to the screenshots attached.

We wish to know what can be done in this case, is the linking token necessary for completing the M1 milestone?
