Is it mandatory to implement Health professional registry and Health facility registry?

Does the Health professional registry and Health facility registry comes under Milestone-2 and 3?, do we need to implement these both registries if we implemented M-1,2,3?
Please clarify me

@MeghanaN Yes, HFR you need to in M2. Health Facility registry mean you have to onboard your testing facility into HFR and you will get your HIP ID and bridge ID. Please go through our documentation for M2 and HFR –

Yes we have done that, but what I am asking is do we need to design our own HPR and HFR using apis.
