How to get Facility Manager Role

How do i give the “Facility Manager” Role to a newly created HPR ID?

I always get an error from the basic-information API in HFR saying the HPR ID does not have a role of facility manager.

Please create alteast one facility which need to be create in draft or submitted stage to get facility manager role of HPID
