Should HIP send SMS to Patient for linking care context with ABHA during discovery

We are currently working on the M2 integration. Is the HIP supposed to send an SMS to the patient for linking care context with the ABHA ID during the discovery request? http://dev.abdm.gov.in/v0.5/links/link/on-init

What should the content of the SMS be? We will have to get the SMS approved by DLT in this case and send it through the existing vendor in this case. Please correct me if I am wrong.
